French to English: Giving Europe back to the people/ Il faut rendre l’Europe aux peuples
Source text - French An interview with socialist senator, Jean-Luc Mélenchon, following Friday and Saturday’s European symposium at the Senate. The need for a new constitution is confirmed.
Is this European symposium intended to counter the Madrid meeting for the revival of the European constitutional Treaty?
Jean-Luc Mélenchon: Just the opposite. We are currently putting together a network of European activists from different parties: social democrats, German or Italian communists, Portuguese etc. reuniting ten countries. The network is using the political implications of the French and Dutch rejection of the current European construction model, to try to apply the power of democracy to resolve the crisis in Europe. This would imply formulating a European plan, based on a constituent mandate, which would be given to the European Assembly or, to a group of States willing to place democracy in the driving seat rather than capital and the market.
But is a new constitution conceivable, or even necessary?
Jean-Luc Mélenchon: There is a need for a new Constitution because a separate approach is already underway: the European authorities are ready; the policies instigated by these authorities are real. Consequently, saying that we want a new Europe and a new Constitution, amounts to the same thing. We need to give Europe back to the people because as it stands, we are witnessing a political construction whose fundamental characteristic consists of excluding the people from the choices which affect them. Yet 80 % of the legislative content comes from Europe. It’s tantamount to dispossession. The people feel Europe is hostile towards them; they are frustrated about not being able to give their opinion. The great democratic nations have sacrificed their democracy, so what is to stop the capital from sacrificing the Welfare State?
Do you believe the creation of a constituent assembly to be an adequate solution?
Jean-Luc Mélenchon: We don’t have any choice. We have already handed over part of our national sovereignty. Either we reclaim it, and thus withdraw from the European Union, or we decide that there is some wisdom in forming a regional body, insisting all the while on democracy. Traditionally, and according to the revolutionary history of the French and the nations of Europe, democracy has been the key, the means of transition from the Ancient obscurantist world to the Modern era. Our contemporaries are witnessing a serious regression: Europe is aggressive; it’s taking the States apart and destroying the possibility of “society building”, i.e. mutual decision-making. Building a democratic body is the only possibility, otherwise, and I weigh my words carefully, Europe has no hope of a future. We are already seeing warning signs as tensions between the European nations gather momentum.
Would that explain the left-wing candidate’s warnings during the presidential elections?
Jean-Luc Mélenchon. We need to look at the facts. The French left-wing desperately needs to find a common ground for European policy. The representatives of the candidates expressing their views, with the exception of the Green party who were not present, clearly stated that the French should be consulted with regards to new European alternatives. It is something which differentiates the left from the right. The latter has decided to manage without the French people given that Nicolas Sarkozy is in favour of a “light treaty” to be approved by the Parliament.
One conflict remains unclear: the liberal nature of this constitution...
Jean-Luc Mélenchon. Indeed. But we are not going to go over this conflict perpetually. The right-wing, whatever the country, is unified on the European project. We, the left-wing, are in danger of profound division. It may be possible to leave behind long standing opposition on one condition: the will of the people. It is promising to see that all candidates, including the socialist representative, have taken note of the fall of the former constitutional bill and are opting instead for a new, people’s consultation referendum, in the event of an impending project. The left-wing has their differences but we agree that there should be public intervention.

Ce colloque européen veut-il contrer la réunion de Madrid, qui prétend relancer le traité constitutionnel européen ?
Jean-Luc Mélenchon. Sur le plan de l’inspiration, c’est le contraire. Nous en sommes à la constitution d’un réseau européen de militants de différents partis : il y a des sociaux-démocrates, des communistes allemands ou italiens, des Portugais... Dix pays forment ce réseau. Il prend appui sur la signification politique du rejet par les Français et les Hollandais du modèle actuel de construction européenne pour essayer de régler, par la démocratie, la crise de l’Europe. C’est-à-dire constituer le projet européen à partir d’un mandat constituant qui serait donné à l’Assemblée européenne ou à un groupe d’États qui décideraient de mettre la démocratie aux postes de commandes et non pas le capital et le marché.
Une autre constitution
est-elle envisageable, voire nécessaire ?
Jean-Luc Mélenchon. Il y a besoin d’une nouvelle constitution parce qu’il y a un fait constitutionnel : les pouvoirs européens sont organisés ; les politiques mises en oeuvre par ces pouvoirs sont réelles. Par conséquent, dire que l’on veut une autre Europe et une autre constitution, c’est une seule et même chose. Nous avons besoin de rendre l’Europe aux peuples. Car nous assistons à une construction politique dont la caractéristique fondamentale est d’expulser le peuple des décisions qui le concernent. Or 80 % du contenu législatif vient de l’Europe. C’est une dépossession. Les peuples se sentent agressés par l’Europe, frustrés de ne pouvoir donner leur avis. Des grandes nations démocratiques ont sacrifié la démocratie. De ce fait, le - capital peut alors sacrifier l’État social.
Selon vous, la création d’une assemblée constituante est-elle la réponse adéquate ?
Jean-Luc Mélenchon. Nous n’avons pas le choix. Nous avons d’ores et déjà délégué une partie de notre souveraineté nationale. Soit nous la récupérons, et donc nous nous retirons de l’Union européenne, soit nous décidons que la constitution d’un ensemble régional a un sens. Dans ce cas, nous devons exiger la démocratie. Dans la tradition et l’histoire révolutionnaire des Français, et des peuples d’Europe, la démocratie a été la question centrale, permettant de passer de l’ancien monde obscurantiste à l’ère moderne. Nos contemporains vivent une régression terrible : l’Europe est agressive, elle démantèle les États et explose la capacité de « faire société », au sens de - décider ensemble. Il n’y a pas d’autres perspectives que celle de construire un ensemble démocratique ou alors - et je pèse mes mots - l’Europe n’a aucune espèce d’avenir. Nous en voyons déjà les prémices à travers l’accélération des tensions entre les nations de l’Europe.
D’où l’interpellation des candidats de gauche à la - présidentielle ?
Jean-Luc Mélenchon. Nous avions besoin de faire un état des lieux. La gauche française a terriblement - besoin de se retrouver sur une dimension d’action européenne commune. Les représentants des candidats qui se sont exprimés, exceptés les Verts qui n’étaient pas présents, ont clairement dit que le peuple français doit être consulté en cas de nouvelle option européenne. C’est un point qui sépare la gauche et la droite. Celle-ci a décidé qu’elle se passerait du peuple français puisque Nicolas Sarkozy est pour un « petit traité » ratifié par le Parlement.
Reste en suspens un désaccord : le caractère libéral de cette constitution...
Jean-Luc Mélenchon. Tout à fait. Mais on ne va pas répéter sans cesse ce désaccord. La droite, quel que soit le pays, est unie sur le projet européen. Nous, la gauche, nous risquons de nous diviser de manière indépassable. Nous pouvons dépasser nos anciens antagonismes sur une base : la volonté populaire. C’est un bon signe que tous les candidats, dont la candidate socialiste, prennent acte du décès du précédent texte constitutionnel et opte pour une nouvelle consultation populaire référendaire dans l’hypothèse d’un prochain projet. La gauche a des divergences mais nous sommes d’accord pour qu’il y ait - intervention publique.
