No, but they are available to clients by request, and they come along with my basic terms and conditions.

P.S. What I charge for a job depends on several factors: subject matter, difficulty, volume, urgency, source language of the text and other practical circumstances.

No, I do not. I think that it is much better to include it in our projects' terms as both Neilmac and Teresa have mentioned.

I still get requests for translations at 60% or lower than my posted rates, because:
1) It's a prestigious client
2) It's a large job
3) We guarantee a lot more work at this low price
4) Once we hook the client with your work, you can charge your normal rates
5) Your rates are too high for our country

So I have stock answers:
1) Will their prestige be acceptable currency at the bank for my mortgage?
2) How about if I complete 60% of the job

2) It's a large job
3) We guarantee a lot more work at this low price
4) Once we hook the client with your work, you can charge your normal rates
5) Your rates are too high for our country

So I have stock answers:
1) Will their prestige be acceptable currency at the bank for my mortgage?
2) How about if I complete 60% of the job?
3) I'm already working steadily at rates that pay a living wage.
4) This pipe dream never, ever comes true.
5) Then find a translator in your country.

If you want to be a special snowflake in my eyes, then pay me my rates.
If you want to be the client whose work I accept regardless, where I will renegotiate other deadlines to accommodate yours, then give me a surprise raise.

My minimum rate is published so that it's clear to anyone wanting to contact me about what they can expect when negotiaing with me.

...because my rates depend on so many factors that it makes no sense to me to limit myself to a certain sum of money, and also because even if my rates were published, clients would still want to know if they can be negotiated, so by not publishing the prices, I just skip a step

At first, I thought it wouldn't be advisable, since several factors affect the rates, as mentioned by some colleagues above.
However, I started receiving tons of e-mails with indecent proposals of the peanut category. So informing my average rates in my profile has surely eliminated many peanut crackers from my Inbox, and the PIA to negotiate in vain several times every week.
