Source text - English The link attenuation is very important for all applications regardless of data rate. It is usual to measure the overall link attenuation at wavelengths that are representative of the wavelengths at which the link will be operated. Commonly, this measurement is carried out at 1310 nm and 1550 nm, although, if applications using the L-band (1565-1625 nm) are to be used, then testing at 1625 nm as well is recommended (see [b-ITU-T L.66] on wavelength allocation for maintenance). The recommended technique is to use a light source and power meter (LSPM) method as detailed in [IEC 61280-4-2] to compare the power level injected at one end of the link with the power level received out of the other end of the link. The difference between these two power levels is the overall link attenuation measured in decibels. Since this technique operates in the same way as the system will operate, it is the preferred technique for determining the total link attenuation. It may be a requirement for this measurement to be carried out in both directions on every fibre in the link, since it is not usually known at this stage which direction each fibre will operate in. Note, however, that the total link attenuation should be similar in both directions when measured using this technique.

Technological development in general, and that of information-communication
technologies and applications in particular, requires the increasingly precise
timing and synchronization of different electronic devices.
The International Telecommunication Union carries out studies and establishes
international standards on the relevant timing scales and their use by
telecommunication and computer networks, electronic navigation systems, and
so forth.
In 1974, the International Radio Consultative Committee (CCIR – Comité
Consultatif International des Radiocommunications), in cooperation with the
General Conference of Weights and Measures and the Bureau International de
l’Heure, developed Coordinated Universal Time (UTC).
In 1978, CCIR approved the use of UTC “to designate the time in all
international telecommunication activities and in all official documents of the
International Telecommunication Union”. CCIR also stated that UTC should be
employed “as the ultimate reference for standardfrequency emissions”.
The ITU World Administrative Radio Conference 1979 (WARC-79) included UTC
in the international treaty status Radio Regulations, and since then UTC has
been used as the main time-scale for telecommunication networks (wired and
wireless) and for other time-related applications.
Modern satellite systems providing time and frequency signal dissemination
through a clear, un-obstructed path with an easily modelled delay are the main
source of precise time and frequency so essential to maritime and aviation
services, navigation and positioning systems and for the proper functioning of
telecommunication and computer networks.
This is the first ITU Handbook to provide detailed information on the applied
methods, technologies, algorithms, data structure and practical use of
frequency and timing signals provided by satellite systems.
Special attention is focused on the Global Navigation Satellite Systems
(GNSSs) belonging to the radionavigation-satellite service. GNSS are providing
time-frequency signals to any place on the Earth and currently represent the
de-facto primary source of precise timing signals for governmental,
commercial, transportation and scientific applications.

Source text - English The Human Rights Council is the highest intergovernmental organ for Human Rights within the United Nations system. Resolution 60/251 of the General Assembly describes its main ctions; including "promoting universal respect for the protection of all Human Rights and fundamental freedoms for all, without distinction of any kind and in a fair and equal manner" (Article 2). The Office of the High Commissioner for Human Rights assists it in its work.
A Centre for Dialogue
The Council is primarily a meeting place (Article 5.h) where the various actors in the international scene come together to discuss, define and refine Human Rights, as well as necessary measures to ensure their protection and promotion. It is a forum where issues avoided at the national and regional levels can be discussed, such as the use of armed drones in military operations, and themes with transnational implications such as multinational business and Human Rights.
The Human Rights Council must first of all ensure control and monitoring of States for a lasting improvement in human rights. It may assist Member States in meeting their obligations (Article 5.d) in terms of the protection and promotion of human rights through dialogue, strengthening their capacity and technical assistance (Article 5.a).
Dialogue is notably encouraged by the possibilities for NGO participation in the Council. One possibility for the formal participation of NGOs, in addition to the opportunity of making an oral or written statement, is the organisation and participation in side events (also known as parallel events). Issues discussed during the sessions of the Council may be re-discussed in depth, allowing NGOs to express themselves with less of a time constraint. The events organised by NGOs can also promote media coverage of their cause and networking with other NGOs and State representatives.

Source text - English WordPower is useful for individuals and larger businesses with incompatible hardware, but market recognition has clearly been a problem. Advertising has been expensive, but used less heavily than Konner argued it should be. Stenk, concerned about costs and cash flow, has resisted Konner’s proposals for heavier advertising. He argues that Konner should push the sales representative to make more of personal contacts with corporate accounts. This basic disagreement about advertising has been a recurring theme between Stenk and Konner. Konner has argued that up to 50 percent more advertising of various kinds would more than pay for itself. Stenk thinks the risk is too great and the benefits overstated.
In this context, Konner again proposed at the beginning of year four that he begin development of a new product to position KonnerStenk to exploit the “nascent but predictable” demand for computer graphics. This proposal, coming only six months after the introduction of WordPower and at a time when KonnerStenk’s cash flow was at its lowest ebb, greatly concerned Stenk, who vetoed it. “We need to make the products we have sell before we can afford to think about new ones,” he told a disappointed Konner. He repeated these sentiments on the four or five occasions since then when Konner again raised the issue, the last time being about six months ago, halfway through year six.
