UMA is feminin, so is the commissioner a woman? Or maybe it is "UMA comissão da polícia militar" (a Minas Gerais military commission).

What I still fail to grasp is this: Can an "advogado" simultaneously be a "police commissioner"?
I have my doubts about this.
Could it possibly mean that he serves some function in/at/on behalf of the "comissão da policia militar..."?
