how can you express "a needs requirement to a data cell for development"?
So I'm obviously missing the point but what is the point?

The term could even be suggesting that the details are given (or expressed) in more detail, for example:
"A SPECIFICATION of what the exactly the demand is in this area..."

I would surely agree with your parsing and would add"s"; expression of needs.
there is a "cellule de données pour développement" possibly a small team tasked with gathering data needed for developing something (as to what "something" could be there might be some clues elsewhere in he ST ...)
Some other group/team/individual has to pass a "statement / list / declaration of requirements" (presumably the requirements of their own department) to this "data gathering team".
You could imagine tens of other scenarios, but this one is the most likely.
