There are some specific aspects of a klotväxel that not all hand-thrown switches may have, but I don't think there is an English term specifically for that.

It MAY be called a switch stand in US English, I'm not sure.
It DOES seem that a 'ground throw' is a type of klotväxel.

Just to piggyback the other answers and with reference to model railway, narrow- and broad- or standard-gauge.

Query: switch assembly in the USA and Canada.

BTW, I operated these 'light-touch' levers earlier this year on a narrow-gauge rail track running right around a sprawling hospital complex.

Example sentence:

The switch mechanism, shown in black, may be operated remotely using an electric motor or hand-operated lever or from a nearby ground frame.

It is manually operated. No special name that I can find for that type of lever with a counterweight.
