It's probably a type of plastic IMO.
Can't see the relevance of a federal test procedure to a simple thread/pipe size designation.

I believe it is Flowing Tubing Pressure but I cannot find any translation for it. When I enter "1/4 in. FTP in Google I get a lot of results on the Web but none on German pages so it must be some sort of pressure measure.
