Your sentence appears IN FULL on two web-sites; one of them is below, and both have "on-load" hyphenated.
Clearly it means that an inspection can be carried out to establish whether the lifeboat will release from its davits when it is loaded, as of course it should; I never knew that if it couldn't, the port authorities could stop a ship...
Anyway, I've posted a starting point for a German translation, and I hope it helps someone to come up with the correct wording.
