More seriously, this usage is found for other animals as well – just an example from the USDA:
The National Swine Registry has been making purebred breeders aware of our need for germplasm and obtaining producer consent to collect their boars;

Here's the "Breeder" Wiki:
A breeder is a person who practices the vocation of mating carefully selected specimens of the same breed to reproduce specific, consistently replicable qualities and characteristics.
This might be as a farmer, agriculturalist, or hobbyist, and can be practiced on a large or small scale, for food, fun, or profit.
http://en.wikipedia.org/wiki/Breeder
In any case, the context ("les éleveurs de races pures et les producteurs commerciaux") is clear: "purebred breeders and commercial producers."

pure breed producers
much better than your other suggestion, which might imply that it's the "éleveurs" who are doing the breeding and not the sheep!!!

raisers of purebreds/pure breeds; purebred raisers
"raiser" in English is pretty much the exact equivalent of 'éléveur' in French, but you might not think of the word by itself because it almost invariably appears in a collocation with the name of the animal being raised; e.g. Texas Cattle Raisers Assn.
No doubt members of that association will tell you that they don't necessarily breed 'em but they do do the bigger job, which is raisin' 'em.
Presumably the animals affected by this emerging clinical entity are identified by the context. If it's more than one species, repeating the word "livestock" wouldn't hurt.
