1 Onderwijsvrijheid en opbrengsten van onderwijs
Resultaten van onderwijs
De doelen van onderwijs liggen op uiteenlopend terrein. Onderwijs beoogt bij te dragen aan de persoonsvorming van leerlingen, aan de vorming in maatschappelijke en culturele zin onder meer vanwege toekomstig democratisch staatsburgerschap en verantwoordelijkheid, en aan de voorbereiding op beroepsuitoefening en deelname aan de arbeidsmarkt (MOW, 1989). Gegeven de betekenis van dergelijke doelen voor individu, maatschappij en economie wekt het geen verbazing dat de mate waarin het onderwijs er in slaagt de beoogde doelen te realiseren een belangrijk thema is in het maatschappelijk debat en in beleid en wetenschap.
Het belang van betrouwbare kennis over het functioneren van onderwijssystemen leidt tot omvangrijke inspanningen om gegevens te verzamelen die inzicht geven in de opbrengsten van onderwijs en de mate waarin het onderwijssysteem de nagestreefde doelen realiseert. Dergelijk onderzoek heeft geleid tot een omvangrijk kennispotentieel met betrekking tot onder meer de effectiviteit van scholen en de inrichting van het bestel, en determinanten daarvan. Veelal stonden daarbij overigens de opbrengsten op het cognitieve domein centraal. Zowel het onderzoek naar bijvoorbeeld de verdeling van onderwijskansen als dat naar schooleffectiviteit richtte zich overwegend op leerprestaties voor onderdelen van het kerncurriculum, het bereikte onderwijsniveau, het behalen van een diploma of vertraging en uitval.
Effecten van onderwijsvrijheid
Tegen deze achtergrond is het opmerkelijk dat over de resultaten van de verzuilde inrichting van het Nederlandse onderwijsbestel veel minder bekend is. Hoewel vrijheid van onderwijs en het bestaan van omvangrijke langs levensbeschouwelijke lijnen gescheiden onderwijssegmenten kenmerkende eigenschappen zijn van het Nederlandse onderwijssysteem, bestond voor de invloed daarvan op de opbrengsten van onderwijs lange tijd weinig belangstelling. Een recente overzichtsstudie van onderzoek dat rond onderwijsverzuiling is uitgevoerd laat zien dat voor zover van bruikbare inzichten sprake is, deze vooral betrekking hebben op de bestuurlijke inrichting en de onderwijskundige effectiviteit van scholen, keuzemotieven van ouders en de levensbeschouwelijke diversiteit van het onderwijsaanbod. Over andere velden is, zoals nog zal blijken, weinig kennis beschikbaar (Dijkstra, Dronkers & Hofman, 1997). Er bestaat nog slechts een beperkt inzicht in de betekenis van het gesegmenteerd ingerichte Nederlandse onderwijs voor de opbrengsten daarvan. Die gebrekkige kennis van de effecten van onderwijsverzuiling kan enerzijds worden toegeschreven aan de richting waarin het wetenschappelijk en beleidsonderzoek zich in de afgelopen decennia ontwikkelde en de witte plekken waarvan in dat verband sprake was. Anderzijds wordt wel een link gelegd met de belangen gemoeid met het voortbestaan van het verzuilde bestel en de legitimatie daarvan, zodat tot informatie over de effecten van dat bestel weinig aandrang bestond (Dijkstra, 1997).
Een en ander betekent natuurlijk niet dat over de betekenis en resultaten van vrijheid van onderwijs zoals die in Nederland vorm kreeg, bijvoorbeeld in analytische zin, niets te zeggen zou zijn (bijv. Woldring, 1999), maar wel dat de empirische validatie daarvan nog grotendeels op gang moet komen. We geven in dit paper een overzicht van de voornaamste resultaten van het onderzoek dat thans met betrekking tot de opbrengsten van de vrijheid van onderwijs beschikbaar is [noot: Voor een uitgebreide bespreking zij verwezen naar Dijkstra (2000) waarin onderdelen van het hier gepresenteerde review eerder verschenen] en presenteren de resultaten van een verkennende empirische analyse om nagaan in hoeverre van effecten van de gesegmenteerde inrichting van het Nederlandse onderwijsbestel op sociaal-normatieve opbrengsten van onderwijs sprake is.

Results of education
The aims of education are diverse. Education aims to contribute to pupils’ identity, to social and cultural upbringing for future democratic citizenship and responsibility, and to the preparation of pupils for professional performance and participation in the labour market (MOW, 1989). Considering the importance of such aims for individuals, society and the economy, it is not surprising that the extent to which education succeeds in meeting those intended aims has become an important issue in the public debate, in policymaking and research.
The significance of unquestionable knowledge on the effectiveness of educational systems has resulted in substantive efforts to collect data providing an insight into the output of education and the extent to which the aims pursued are realised within the educational system. Such surveys have led to a substantive pool of knowledge with regard to the efficacy of schools and the organisation of the system and its determinant elements. However, most surveys focused on achievement in the cognitive domain. For example, surveys into access to opportunities as well as into school efficacy mainly focused on learning achievements within elements of the core curriculum, the level of attainment, obtaining a qualification with or without delay and dropping out.
Effects of church-based education
Against this background it is remarkable that much less is known about the effects of religious denomination in the Dutch educational system. Although freedom of education and the existence of educational subsystems distinguished on the basis of ideology and religion are characteristic features of the Dutch educational system, its effect on school performance had not been a priority for a long time.
A recent review of surveys carried out on the religious denomination of schools shows that as far as any useful insights exist, these mainly concern the administrative organisation and the pedagogical efficacy of schools, parents’ selection motives and ideological diversity of the curriculum. As will be discussed below, there is little knowledge available on other fields (Dijkstra, Drinkers & Hofman, 1997). There is only limited insight into the significance of the segmentation of the Dutch educational system on its performance. On the one hand, this poor knowledge regarding the effects of religious denomination in education may be attributed to the lines along which scientific research and policy review, and the related blank spots, have developed over the past decades. On the other hand, it is associated with the interests concerned with the survival of the pillarised system and its legitimacy, so that gathering information about its efficacy was hardly considered urgent (Dijkstra, 1997).
Of course, the above does not mean that nothing could be said, in an analytical way, about significance and performance of church-based education as it was shaped in the Netherlands (cf. Woldring, 1999), but it does mean that most of its empiric validation has not yet begun. This paper reviews the main results of the studies available now with regard to output of church-based education [note: For an extensive account on this see Dijkstra (2000), in which parts of the review presented here were published earlier] and which presents the results of a pilot empiric analysis carried out on the possible effects of the segmented organisation of the Dutch educational system on social-normative output.
