I think you could use either one. It would also be good to add a transliteration of "опекунский совет." That way, there is a higher chance that the reader will know what you are talking about.

Here, for example, is an excerpt from "Tales of the late Ivan Petrovich Belkin" (http://books.google.ru/books?id=w0YYAQAAIAAJ&q):

"Board of Trustees: This body was one of a series of institutions founded in the reign of Catherine II. While the chief duty of [i]opekunskii soviet[/i] concerned the welfare of orphanages and widows, it also undertook financial transactions like mortgages."

The Board of Guardians sounds to me more 19 century... the term was used in, f.eg., "Oliver Twist" book and movie(http://janeaustensworld.wordpress.com/2009/02/15/oliver-twis...

...though I am not sure if the same term could be used in strictly financial context.

agree Mariusz Kuklinski : Both trustee and guardians are right. I prefer guardians because of the Oliver Twist association. It's not a strictly financial context, rather a charitable one
