Most programs offered by universities and institutes [especially several institutions in the US and UK] for qualifying and certifying a person as a professional, full-time interpreter or translator are not short-term programs, but they usually involve 1-2 + years of full-time classroom study, along with practicum/internship periods.

Short-term training for interpreters is usually for supplemental training [such as become familiar with new subjects, technologies, or industries] or for periodic training required for renewing one's professional certification.

As I recall, UAE University in Al-Ain, Abu Dhabi offers a bachelor's degree in translating and interpreting in such language pairs as Arabic English [and a few other languages].

The emirates-wide HCT system and Zayed University might offer long-term (initial qualification) and short-term (refresher/enhancement/supplemental) programs.

King Saud University and Imam Mohamed bin Saud Islamic University, both in Riyadh, do offer bachelor's degree programs.

King Abdulaziz University in Jeddah also has similar programs, so I have heard when I was in the kingdom during 2006-2007.
