Normalization for USA.
Sounds horrible though. Would need to know more about what they actually do to offer a better suggestion.
"Homologation..." could be an option ...

I don´t think this refers to making education "regular", but to set laws and rules for it.

I know this term has been suggested for your other phrase! However, in Mexico, whenever you see that a school or person offers this, they refer to tutoring (to bring a person up to par in a course where they have difficulty)

remedial studies / education

It sounds, in the context of the full sentence, that this would be what it's getting at, particularly if the last clause in the sentence is translated as "tutoring" as in your other question.
