Sin un hilo conductor de discusión propiamente económica o de regulación, las conclusiones y afirmaciones de valor del autor quedan un poco al aire.
This is a review of an essay written in English; I have this snippet which mentions values, but don't know if phrase I am asking about is referring back to that or if it means something else: ensuring three sets of values: (i) freedom of initiative, (ii) the public interest and (iii) the democratic will.”

[the author's conclusions] and claims
That's what I make of it.

Comment: "Thank you, Muriel. I used "Without a guiding thread for the discussion, the author’s conclusions and claims are left a bit up in the air." The author did quite a bit of rewriting/reorganization, but that sentence wasn't touched."

: A value judgement is more often taken to mean the subjective value individuals place on something, without objective reasoning.

: Yes. Or perhaps just even “judgements”, since the “value” bit is implicit in that word and “conclusions” can simply be an author’s objective summary of a foregoing narrative. “Assertions” might work, too.

Affirmations/confirmations of value.
"Without a truly economical and regulated conductive discussion thread, the conclusions and affirmations of value made by the author are left (somewhat ) up in the air/ blowing in the wind (somewhat)."

What this is really saying is that the author has been given too much leeway to come to, and give free rein to, his own conclusions without the restraints of concensus from his audience, that drawing objective conclusions as to its/their merits are difficult.

Note from asker:
Hi, Oliver! Thanks for proposing an answer. I sometimes hesitate to post too much context, so I may have left out some important information. The critic is saying that the paper tries to cover both economic and regulatory issues, and without a guiding thread to connect them, the conclusions leave us up in the air... : I don't know what language this is, but it sure ain't plain English. // As an 'ENES' myself, I most certainly don't. // "drawing objective conclusions as to its/their merits *are* difficult" .. Aha! Now it's clear, tks.
