'considerado retido na 3ª serie do ensino medio'.

This appears on a Brazilian school record and refers to a student. Is there a term for this in English? I understand it means that the student did not get good enough grades to be able to move onto the next grade and had to repeat the year. Is that right? It's to be translated to British English. Thanks for your help!

Another possibility to add to Michael's. I think Michael's answer is the most common way of referring to this in conversational speech.

Depending on your context, you might consider this term sometimes used by educators.
Example sentence:

The larger the propensity score, the larger the predicted probability that the child would be *retained* in the first grade

The student was *retained in the twelfth grade* to give her additional time to obtain needed skills. Her Braille teacher supported this decision

I stand corrected. In he US, the best way of saying that would be twelfth grade.
