Hi Daniela:

Given that you have no way of knowing what "fondos de segundo termino" means, and assuming that you cannot find this information out from the end client, then I think you have to make your best guess, and perhaps add a note to that effect to your translation.

It seems clear that the reference is to some secondary source of funds within a budget scheme. One of the options I've offered should suffice. Perhaps someone will come along more familiar with these kinds of documents who knows exactly what the term means (or who can make a better guess).

I don't think that "second-term funds" would work here.
