I cannot find any translation for Bezugsgespräch on the Internet.
I am actually translating a German employment reference but have found the above text on a website. It gives some indication of what the term means but I need an English translation.

rapport-building conversation
I am wondering if Bezug/ Bezugsarbeit refers to the development of empathy, a mutual understanding, a bond of trust = rapport ? This would be a situation where an informed, knowledgeable, trained person supports/assists another person (i.e. a counselor/client relationship) as opposed to “Beziehungsarbeit”, which involves the efforts of both parties at establishing a well-functioning personal relationship.
But I may well be overthinking this.
"Emphasize informed consent and shared decision-making in care,”[…]. One way to do that? Prioritize rapport-building conversations that help providers gain a better understand of patients’:
• values,
• preferences, and
• health goals."
