I agree with Deane G that the most likely interpretation is that the "annan" refers to another party for whom the tenant is responsible.
However, a possible, but less likely, alternative to this is that "annan" refers to "other damage" that the tenant is responsible for.
Example sentence:

... or other damage for which the tenant is responsible.
