Trade here I think means "deal with" and it's not really about human trafficking. An abusive husband doesn't "trade" in his wife, he deals with her, and so does a cult leader with followers. So even in a country where the law is on the side of the captive, they can't break free because of the abuser's tactics and controlling behavior (coercion, threats, psychological manipulation...)
