Hardstands allow police and other emergency vehicles
to park and observe traffic, provide a response, or deploy
temporary vehicle checkpoints shall be situated throughout
the County to support the overall security strategy. They

Placement and design considerations:
• The visibility versus concealment requirements need to
be understood for each location, the visibility from parked

then RCU need to give permission to place the hardstanding
at its intended location;
• Access from the main road to the hardstanding should
enable vehicles to enter and exit at the appropriate speed to
merge with the traffic;
• Locations should allow radio/phone reception for those
frequencies/means used by the police;
• Locations should ensure that are not deemed to intrude on
the privacy or other nearby users/spaces;
• Regular spacing is not required, hardstanding’s should
be located at the most suitable sites for the identified
activities;
• Three layouts should be considered;
• Drive through platform
• Reverse in platform
• Reverse in at grade platform
• Elevated platforms should be at least 1m raised;
• The parking area on observation platforms should provide
suitable surface water drainage;
