The way the term is used in the following examples -- redirecting the violence one is subject to against someone else (Black Americans when one is White Trash, or vice versa, against one's spouse after being ticked off by the boss, against a goat or a virgin when in fear of punishment by a god, against one's teddybear when one is sent to one's room by Mum awaiting Dad's return from work (I speak from personal experience), or oneself (cf. scarification, suicide), all out of inability to control frustration by any other means (which is often the cause of the violence one is subject to in the first place), not in the sense of stopping one's own violence against one group and redirecting it against another -- seems to correspond to your text.

'Turning violence inside-out' is obviously part of the process, I would say, but maybe more abstract than the actual redirection of violence.

I was initially confused by the order of the words and thought, like you, that the phrase implies self-directed violene. But this is not the case from the context, so the more obvious meaning of retaliation has to be correct.
