I'm looking for the INCI name of this cosmetic ingredient.

you can see a list of INCI names, and they generally include the species name of the plant from which the ingredient comes. The problem is that your 绿绒蒿 is a family, not a species, so I don't think the term as you've given it will have a single corresponding INCI term. We would need to know exactly which species of Meconopsis the extract came from.

Here's an answer! If you put 绿绒蒿提取物 into Google, all the references are to 五脉绿绒蒿, which is Meconopsis quintuplinervia. So your answer should be Meconopsis quintuplinervia extract. :)
