This can engender quite many things... are you sured that is a name of a course? Wouldn't it be a core to describe what nature is this course belong to (ex. optional...)...

Generally speaking, there are three kinds of courses that contribute toward fulfillment of an undergraduate degree:

1) core courses
2) core-related electives
3) noncore-related electives

In the absence of better context, it would appear that 專外 courses are elective courses that are not related to one's core discipline.
