It is foreign exchange related:
Commerce Foreign Exchange enables foreign currency trading to be conducted on a highly leveraged basis. CFE sets the leverage level according to the total deposits. Clients can elect a more conservative leverage level by calling the back office at XXXXXXX.

1、highly leveraged：杠杆作用大的，负债对资产比率高的
PS：网上绝大部分译成了“高杠杆”，但说实话，这样的译名委实太“专业”了。

另外提一下：leverage在现代英语中经常作动词用，相当于make use of/exploit，即充分利用的意思。

PS：网上绝大部分译成了“高杠杆”，但说实话，这样的译名委实太“专业”了。
