ZZ Police Department

RE: Disclaimer for Vehicle Registration XX1111H

In relation to the above I am the owner of this vehicle and I wish to release possession of this vehicle registration XX1111H into the possession of ZZ Police Department. This vehicle was seized from me on the 1st of June 2009.

I'm confused. Can someone reword this for me? Is he getting rid of his car or the registration or what?

By releasing registration, he is releasing the vehicle to the police department (which is temporarily holding it).

of the vehicle, not the registration

A car can be in one person's possession while registered to another person.
Is the Police Department in the USA? If so, maybe someone who lives there can give a definitive answer, but it seems to me that the sentence would be clearer with some punctuation added.
