tubular part of the flower

This would only apply to tubular shaped flowers e.g. foxgloves, where the petals are joined at the end nearest the stalk and open out at the other end.

general term for the part of the flower that flares (opens up)

It's a general description of the part of the blossom/flower that begins to widen out towards the edges.
