what are they doing?? are they creating an image of an operating system for each developer????

I think this is what they mean: for a software developer, it is a big advantage to have an environment to him/herself, unsullied by the activities of others. That makes it easier to develop and to debug -- you know that if something goes wrong, it is something you have done, not someone else on the same system.
But giving every one a complete private environment in hardware is expensive -- in this example, it means a physical server for every developer. Much more sensible to modify the underlying system so that there are multiple copies, "images" as they are called here, of the operating system. This is common, and has been for years, on large computer systems, but unfamiliar to people weaned only on Microsoft Windows.

A copy of the O.S. gets loaded, on-demand, on the client machine. This copy, though running on a CPU different from its native machine, emulates the native CPU architecture around which it was built.

So, it is possible to run Windows on a z/OS (which in turn is running on an IBM proprietary CPU), or a windows xp on a linux machine. The user gets the entire look-and-feel of the guest OS, though the actual nuts-and-bolts work is still getting carried out by the underlying OS.
