I think this is a temporary, precarious employment market, as I often see the term opposed to "contract labor market". Can someone please confirm or give some input? Thanks in advance.

A 'spot market' (labor or other) is a market with surplus supply leading to contracts anytime there is demand. Contracts are mainly price-based (more than qualification- or specification-based).
A classical 'spot market' is that of maritime freight. A less classical one is Proz.com Jobs.

(I think my 'quick and dirty' definition above is basically correct --particularly in this context--: workers are dealt with as if they were commodities).
