In a text about the Indian Licence Raj system:

It was, however, possible to play the Licence Raj system as a newcomer, as evidenced by the one of Tata’s ***proxy business rivals, the Ambanis.

Could you please explain what "Proxy business rivals" means?

apparent but not real business rival

The term proxy is being used here with an ironical meaning. Proxy normally has a specific legal type meaning -- of one who stands for another --, or something similar in an exercise. Here I believe it is being used in a public relations, or a political type meaning of a business having an apparent rival so as to game the system.

THIS IS A SIMILAR USE IN A POLITICAL CONTEXT:

He knows that the real fight is in India. But to fight that battle he needs a proxy rival in the US. Fortunately for Natwar, Paul Volcker is an American. So he could easily give an ideological spin to a complicated issue of corruption, international morality and national embarrassment.

Licence Raj, also the Permit Raj refers to the elaborate licenses, regulations and the accompanying red tape that were required to set up and run businesses in India between 1947 and 1990.[1]

The Licence Raj was a result of India's decision to have a planned economy where all aspects of the economy are controlled by the state and licences are given to a select few. Up to 80 government agencies had to be satisfied before private companies could produce something and, if granted, the government would regulate production.[2]

Reforms since the mid-1980s have significantly reduced regulation. Indian labour laws still prevent manufacturers from reducing workforce without prohibitive burdens.
