The statutory instrument was laid before parliament on [date].
According to my knowledge about UK legislation, statutory instruments are made by executive bodies. I have naively assumed that statutory instruments are not subject to approval of Parliament, but it seems like they are generally laid before Parliament before they are enforced.
My questions are:
Why are statutory instruments laid before Parliament?
What can Parliament do to statutory instruments? Can they make amendments? Can they disapprove them?
Could anybody clarify my confusion?

I am not in a position to answer your individual questions as only an historian might be able to do but you are invited to read this link and you will find find a useful explanation.
The Statutory Act of 1946 is published on the www but it would take a long time to read through it. However you can send questions to the House of Commons through an enquiry page on The Statutory Act website. I cannot tell you how long it takes to get a reply or whether they do but I appreciate you may require the information for research purposes or a thesis.
The British Embassy in Tokyo - Press Section or Cultural Section - may be able to assist you with telephone numbers for the House of Commons.
