"embargo date" - does not seem right. could "publication date" be possible? This regards the start and finish dates of a project. It has the start date, then the "embargo date" then the expiry date.

You're right: it's a date before which no information is to be given out to the public/outsiders. Whether or not this is the best possible way of expressing it in English I don't know, but it conveys the meaning!

In fact if you try searching for "embargo date", quite a lot of hits come up, e.g.

"The embargo date for each issue is determined in advance by the ATS Communications staff, based on the schedule of online and print dissemination of the journal..."

public release date/ the date of public release/disclosure

the date when the info will be released to the media, public etc.
