I agree with both my peers,
but this is another option, specifically in this context:
IMHO this term can encompass the layout (grid, net), the infrastructure, the organizational structures and even the vehicles together.

לפי דעתי יש לנסמך "מערכי" סומך אחד בלבד - "תחבורה" ואילו "תעסוקה" היא לא חלק הסמיכות אלא מצורפת לפיתוח.
