It stands for bilti nitzpot merosh. (nitzpot because it refers to the expenses, hotzaot). I've encountered bet-tzadi"mem (bilti tzpuyot merosh) more often than bet-nun"mem, and I think unexpected costs or expenses or whatever in English is more commonly used than unforeseen costs or expenses.

tzpuyot should be tzfuyot... that's what I get for answering before I've had my coffee :-)
