Town with a significant Jewish population? Arthur, from your question, I would ask whether your text is dealing with towns in general, or is referring to towns with a signficant Jewish population or community. Perhaps "major Jewish community" might also fit.

The Metropolis of Israel

One possibility

One source translates it simply as "Metropolis of Israel"
the other:
"The Metropolis and mother of Israel".

Metropolis seems to be a recurrent theme though.

Metropolis also fits as it is a direct translation of the Greek:
μήτηρ + πόλις (Mother city).

**Additional note:
It would be better to say "A Metropolis of Israel" as there is more than one, rather than the above "the".
