Although the exact term does not appear in israeli law - if it did - this (or a close approximate) should be the translation. This is what i would call a 'descriptive translation' - i.e. describing what the term mens (in Hebrew) rather than translating it directly as no direct Hebrew equivalent exists (as far as i know).
