Welfare officer
The Hebrew term refers to a social worker who has special authority to make decisions about taking children into govt custody - usually separating them from their families. I'm not sure if the term welfare officer has the exact same implication.

It may help if you have more context to give.
At the end of 2010 the title of פקיד סעד לחוק הנוער was changed to
עובד סוציאלי לחוק הנוער (see the link), so it can be reckoned that
פקיד סעד is a social worker.
