In Latin law, this is the element of personal trust, mostly in agreements and when appointing people - this means that they nominated him because they trust him, because it is known that he is worth it and a good choice. Prestige, that's it.

I don't disagree with Flavio in respect of the general interpretation of the phrase, but in this context I think it is used to mean "in consideration of the person", or "individual" (as in "not representing an organization").
A few examples:
“All the reports indicate the composition of the national committee, which comprises representatives of the technical ministries involved, as well as a representative of the Ministry of Foreign Affairs and scientists, either appointed intuitu personae or representing ministries concerned with research.“
