Вообще-то подавляющее большинство гидрометеорологических явлений стихийны. Антропогенные гидрометеорологические явления можно пересчитать по пальцам.

Since it refers to prevention, it is most likely natural disaster

"natural disasters" = "стихийные бедствия" elsewhere in the document. "natural phenomenon" is a bit too broad and can relate to almost anything.

But you would also have to say "due to hydrometeorological factors" or something of the sort, because otherwise it would include eartquakes, volcanic eruptions etc., which are not "hydrometeorological", it seems to me.
And I must agree that "Hydrometeorological Acts of God" would seem odd, even though "God moves in a mysterious way his wonders to perform".

Bad weather is a "stikhiynoye yavleniye", many countries have Bad weather alerts for motorists and residents, with specific alerts for flooding, rainstorms, snowstorms, tornadoes, gales (very strong winds), hail, you name it.

Atmospheric phenomenon (phenomena) As commonly used in weather observing practice, an observable occurrence of particular physical significance within the atmosphere. From the viewpoint of weather observations, the atmospheric phenomena include all hydrometeors (precipitation types and fogs), blowing snow, thunderstorms, tornadoes, waterspouts, and others.

From the viewpoint of weather observations, thunderstorms, tornadoes, waterspouts, and squalls are also included. The above usage excludes such “phenomena” as the local or large-scale characteristics of wind, pressure, and temperature; it also excludes clouds, although it includes many products of cloud development and composition. In aviation weather observation, atmospheric phenomena are divided into two categories: weather and obstructions to vision.

Марк, полагаю, что здесь случайное совпадение и автор имел в виду именно это (крайне неудачное фигуральное употребление слова "стихийный" в метеорологическом контексте)

Alert on possible occurences of "unpredictable meteorological events". Набрав это на Гугле, вы увидите, что все употребимо - например, в отношении изменения направления ветра. Просто сложно выцарапывать четкие предложения для ссылки, со своим погибаю, отвлекаюсь вот, чтобы встряхнуться... А то у меня такая тоска-тощища, поубывав бы авторов.

Ирина, дело в том, что "стихийные явления" также встречается в других местах в тексте, и без "метеорологические". Хотя у меня есть подозрение что текст был переведён с казахского, так что возможность калек [калек?! :)] крайне вероятна. А с Вашим удачи! У меня он не такой уж и плохой, только вот несколько местечек.

I would try to incorporate 'elements' here.

Also 'стихийные явления' are not necessarily 'natural disasters'.

Well, Mark, just as you said: 'elemental phenomena' - i believe it includes 'hydrometeo' nicely, also 'elemental' covers 'стихийные'.
