Russian term

Процедуре ... соответствует оформление...

Russian to English Other Other Syntaxis
I'm really stuck with that. The full sentence goes as folows:
"Процедуре уполномоченного грузоотправителя соответствует таможенное оформление и выпуск товаров, транспортных средств коммерческого назначения в соответствии с таможенным режимом экспорта без их предъявления органу доходов и сборов, которому подано таможенную декларацию, заполненную в обычном порядке"

That is, roughly speaking, B procedure (таможенное оформление) corresponds to procedure A (Процедуре уполномоченного грузоотправителя), which would be one way to translate it.

Can you suggest any other methods/combinations, which would retain the original structure or just make the sentence sound more or less coherent?

Thank you in advance.

Discussion

Sterk (asker) Dec 29, 2013:
to David and others^ "Procedure X implements/meets the requirements of the customs clearance rules" including "is in line", etc. would be fine if the phrase was "ПроцедурА соответствует оформлениЮ". But the thing is that it's just the other way around, i.e. "ПроцедурЕ соответствует оформлениЕ" as posted in the question. In other words, "Процедура" is the theme and "оформление" is the rheme. It answers the question "how is the compliance with authorized consignor's procedure provided? If you follow this logic, would be more correct to say: "The compliance with the authorized consignor's procedure is provided/ensured by customs clearance of goods … in accordance with customs rules…"?

No wonder you're stuck with this one - it's a very clumsy sentence. For instance,
"без их предъявления органу доходов и сборов, которому подано таможенную декларацию, заполненную" is poor grammar (should be, for ex. "которому подаётся таможенная декларация, заполненная".
This mistake kind of made me suspicious about the structure of the rest of the text. Perhaps, there are no procedures A and B, but just one procedure the shipper complies with?

Hmm...so, if I understand correctly, Sterk, more than one procedure after all?.. I still think the proposed translation works, though. And please don't be sorry. I am sorry if I sounded highbrow; certainly didn't mean to. Happy Holidays!
Note from asker:
This piece is kind of 'wrenched out' of the context, but there is a small list of such "Процедуре такой-то соответствует то-то и то-то". Like someone say: you must follow these procedures, and you reply: "No problem, I'm doing this and it corresponds to this procedure, and I'm doing that, which meets the requirements of that procedure..." As to the poor wording: sorry, just not quite accurate translation from Ukrainian
I might be quite wrong Alexandra, you know. And you may have much better insight into such things. What I was really interested in was translating such syntax in general; suppose you have your own procedures and I have mine and someone else is trying to find similarities between some of them.

If you use a word like "implements" it probably makes more sense.

"Corresponds to" doesn't make sense in English. My understanding is that the customs people set the rules, and each carrier has to develop procedures to stay within/meet the requirements of /put into effect those rules.
My feeling was that "implements" was the simplest, but I'm happy with "meets the requirements of".

соответствовать has a wider range of meanings than "correspond to" in English. Looking at the bewildering list of translations on Multitran, "conforms to" might be quite a good translation here.

"is in line with" works well!
Note from asker:
I'm not sure about 'implements'. My understanding is that the current procedure corresponds to / meets the requirements of the procedure in question.
Ok, I see your point; that may be just the case, but we need some more context to be sure. "Meeting the requirements of" does not at least distort the meaning, so in the meanwhile I can get away with it. And it's a shame that '"corresponds to" doesn't make sense in English' anymore. I was sure it had. Thank you for keeping me updated!
