Sangre or Sangria refers to the margins of a page. So, I would translate "Plan Manager ofrece la posibilidad de especificar valores a sangre para anuncios de publicaciones cuyo estilo sea que sus anuncios superen el tamaño de la mancha de página" as:
"Plan Manager offers you the possibility of specifying your own margins, perfect for advertisements that surpass a publication's page layout." Or something along those lines. HTH.

For me, "a sangre" refers to a bleed to the edge of the page. Most printing software doesn't print all the way to the edge, even though the image appears that way on the screen. "Bleed" was a printing term long before computers were used in the trade.
