Holas. I felt silly about asking this question until I started searching the internet and realized that this may be very specialized equipment. I found that kayakers use a variety of "floats" (for example: http://www.outdoorplay.com/store/productlist.asp?F=2&PDID=11...

flotation devices

As a boater, I have a partcular interest in this! Flotation devices covers the gamut, from rings to flotation vests to cushions...so it is a general term. Depending on the other terms in you translation, this may be the most approp solution.

buoyancy bags

I also have experience kayaking, and I wonder if this text is not referring to the buoyancy bags/air bags that are inflated inside the actual kayak to prevent it from sinking when it overturns.

While flotation device seems like an appropriate general term, I wonder why "chaleco" (a specefic type of flotation device) would be mentioned before the more general term. For this reason, I tend to believe that bolsas de flotacion is, in fact, specifically referring to buoyancy bags.
