This term fits the Chinese definition you quoted above and is also pretty close to the accounting definition in the link below.
On a side note, I am guessing this Chinese term was probably invented when the word "capital" was still a taboo as it is related to "capitalism", haha....

Discussion
Total operating working capital =/= Working capital
This is just how it is calculated, not what it is.
Working capital = Current Assets - Current Liabilities
Therefore, in accounting terms, working capital does not include fixed assets.
