fluent in the language of the internet - the likes of TCP/IP UDP MIME ICMP POP IMAP IPv4 IPv6 ARIN ICANN etc ...
You surely meant the language of social media, including text-speak also used on ordinary mobile phones that strictly speaking are not part of the internet?

There comes a time when you have to read an online encyclopedia that claims to teach you all about the internets. Speakers of English have to make do with Dramatica for want of a better option. We have our own version of Dramatica, Lurkmore, which, according to Dramatica, was created so that we Russians could have our share of lulzy stuff. But you know what? Lurkmore is better. Dramatica is too loud and vulgar. Plus, it just says things without caring if they are true; they're just supposed to be funny to an American. If Lurkmore tells you that something is a fact, then it's probably a fact. It has lots of prooflinks and non-boring educational content. I haven't been checking on it for a long time, but I guess they've made a light version of it because the old one contained extremist materials. A really good entry translated directly from Dramatica is 'You.' Just in case: don't anybody read Dramatica or Lurkmore. They preach НАТЕ (a word you can read in either Latin or Cyrillic, the latter being the title of a poem by Mayakovsky) ▲ Collapse

No, it wouldn't. Since there is nothing below the level of the illiterate, a suitable way to express that might be "sub-literate" or even "protoliterate" (which would refer more to a group).
Semi-illiterate means half-illiterate. At a stretch, it could be intepreted as borderline illiterate - although that would be too strong and wouldn't be what I intended.
Study up on your ambiguity. It's everywhere, and will always trouble those who expect everything to be black and white, and can't deal with in-between.
