The developers decide how their model is support to (re-)act. As recent events have shown, the training has many flaws so that AI can decide to just go around the world and hack other nations' systems. That is a clear sign that developers/tech bosses are losing control. Not to forget the clients and their ways of handling AI and the resulting translations.
